Appeal to the Secretary of the ECHR Dmitry Tretyakov.
1. 1. Dear Sir. Thank you for your response to ECHR No. 7002/19 dated February 13, 2019 (3545). 2. In application .no.18-28_ECRH from December 15, 2018 (3458) and in no.18-33-0_ECRH from December 15, 2018 (3506) Kantsara Valerii Dmitrievich asked: 2.1 Kantsara Valerii Dmitrievich apologizes for the style of presentation in the application. Because of difficult financial situation, Kantsara Valerii Dmitrievich lack of legal education and in the conditions of a hypertrophied view of free legal assistance from the oligarchic Ukrainian authorities (see attachments from (2428) to (2439), (2950), (2951), Kantsara Valerii Dmitrievich has to file the application on his own. In the application, ECHR requires you contain in five pages twenty years of racketeering, raiding and lawlessness towards citizens and enterprises. 3. Mr. Secretary did not take into account that the citizens of Ukraine have only few options: 3.1 Or Ukraine is Special Region of Donetsk and Luhansk regions (Hereinafter SRDLR) (or the Carpathians, or Bessarabia, or Sumy) and then there will be no one to apply to you at the ECHR - my daughter has already immigrated; 3.2 Or I ask you to accept and re-consider the application and award fair satisfaction. 4. The application will be re-sent from the post office (3436) in Kharkiv, 400 km away, where Kantsara Valerii Dmitrievich, for the last funds of the family, will be forced to go through checkpoints (3443 bans on leaving SRDLR) and the border between Ukraine and occupied territory which is in anti-human conditions. 5. And, taking an opportunity, dear Mr. Dmitry, please inform: 5.1 Who in the ECHR threw applications (91 p.4 and p.7) in the trash can: 5.1.1 58779/16 Application to the ECHR (163) from March 15, 2010 - Kantsara Valerii Dmitrievich to LLC "Luhansk Energy Association"; 5.1.2 Dossier No31965/10. (2975) Application to the ECHR from May 25, 2010 – PE "Callista" to LLC "LEO". No. 31965/10; Or who was promised a raise from Supreme Court of Ukraine (301 answer 22), (297), (298) for committing this crime, and to be reward by the oligarchs of Ukraine? 5.2 Or who in ECHR has thrown the application into the trash can after the economic proceedings (see the statements in the ECHR 91). 5.3 Or who in ECHR has thrown the application into the trash can after the administrative proceedings in the ballot box (see the statements in the ECHR 91)? The majority of judges of the Luhansk district administrative court, now work and support SRDLR - (1770). 5.4 On September 28, 2010 Kantsara V.D. received a notification (324 Page 10 - notification, dispatch receipt (167)) from ECHR, which stated that "the application from 08.03.2010 (167), the content of which was taken into account, will be considered in the framework of Valerii Dmitrievich Kantsara’s case number 7762/10 "- application to the ECHR dated 01.27.2010 (157). The same for the application ((163 see item 1). Application from 08.03 2010 (167) as well as statements (163 see item 1), were not considered within the framework of the Dossier No. 7762/10. Kantsara V.D. asks the Court to consider the applications (167), (163) and their updated applications no.19-9-1_ECRH from 06.03.2019. (3557) and no.19-5-1_ECRH from 06.03.2019 (3513) (no.19-9-1_ECRH from 03.20.2019. (3557) and no.19-5-1_ECRH from 01.25.2019 (3513) )in the framework of the Dossier no.7762/10. 5.5 Who in ECHR has thrown 18 out of 20 Valerii Dmitrievich Kantsara’s applications into the trash can (91)? 6. All of the applications were submitted in accordance with the requirements of the ECHR. 7. HOW MANY APPLICATIONS HAVE TO BE TO DUBLICATE TO THE ECHR, TO GET THE MINISTRY OF JUSTICE OF UKRAINE, WHERE THE HUSBAND OF JUDGE YUKOVSKAIIA WORKS, EXECUTE THE DECISION OF ECHR – Dossier no.20448/10 (16), (160), Dossier no.7762/10 (157) 8. Обращение к секретарю ЕСПЧ Дмитрию Третьякову.
1. Уважаемый пан секретарь. Спасибо за Ваш Ответ ЕСПЧ no.7002/19 от 13.02.2019 года (3545). 2. В no.18-28_ECRH от 15.12.2018г. (3458) и в no.18-33-0_ECRH от 15.12.2018г. (3506) Канцара В.Д. просил: 2.1 «Канцара В.Д. приносит извинение за стиль изложения, т.к. в условиях тяжелого материального положения, отсутствия юридического образования у Канцара В.Д. и в условиях гипертрофированного представления о бесплатной правовой помощи у олигархической украинской власти (смотреть приложения с (2428) по (2439), (2950), (2951)), Канцара В.Д. вынужден подать Заявление самостоятельно», в котором ЕСПЧ требует вместить в пять страничек двадцать лет структурной и комплексной работы десятков юристов у олигархов у власти по рэкету, рейдерству и беззаконию в отношении граждан и предприятий. 3. Господин секретарь не принял ко вниманию, что у граждан в Украине вариантов не много: 3.1 или Украина это ОРДЛО (или Карпаты, или Бессарабия, или Сумы) и тогда некому будет обращаться к Вам в ЕСПЧ – моя дочь уже иммигрировала; 3.2 или я прошу принять заявления, повторно рассмотреть и присудить справедливую сатисфакцию. 4. Заявление будет повторно отправлено с почты (3436) в г. Харькове, за 400 км, куда Канцара В.Д., на последние средства семьи, вынужден будет ехать через блок-посты (3443 запреты на выезд из ОРДЛО) и линии разграничения в античеловеческих условиях. 5. И, пользуясь нагодой, уважаемый пан Дмитрий, прошу сообщить: 5.1 кто в ЕСПЧ отправил заявления (91 п.4 и п.7) в урну: 5.1.1 58779/16 Заявление в ЕСПЧ (163) от 15 марта 2010 года – Канцара В.Д. к ООО «Луганское энергетическое объединение»; 5.1.2 Досье no.31965/10. (2975) Заявление в ЕСПЧ от 25 мая 2010 года – ЧПФ «Каллиста» к ООО «ЛЭО». no.31965/10; т.е. кому Верховным судом Украины (301 ответ 22), (297), (298) была обещана должность за это преступление, а от олигархов Украины вознаграждение? 5.2 Или кто отправил в урну заявления после хозяйственного судопроизводства (смотреть заявления в ЕСПЧ 91). 5.3 Или кто отправил в урну заявления после административного судопроизводства (смотреть заявления в ЕСПЧ 91)? Большинство судей Луганского окружного административного суда сегодня в ОРДЛО – (1770). 5.4 28.09.2010г. Канцара В.Д. было получено уведомление (324 Страница 10. – уведомление, квитанция об отправке (167)) ЕСПЧ, в котором сообщалось, что "заявление от 03.08.2010г. (167), содержание которого было принято во внимание, будет рассмотрено в рамках Вашего дела no.7762/10" – заявление в ЕСПЧ от 27.01.2010г. (157). То же по заявлению (163 смотреть п.1). Заявление от 03.08.2010г. (167), как и заявления (163 смотреть п.1), в рамках досье no.7762/10 – рассмотрены не были. Канцара В.Д. просит Суд рассмотреть заявления (167), (163) и их обновленные заявления no.19-9-1_ECRH from 03.06.2019г. (3557) и no.19-5-1_ECRH от 03.06.2019г. (3513) (ранее, третья подача no.19-9-1_ECRH from 20.03.2019г. (3557) и no.19-5-1_ECRH от 25.01.2019г. (3513)) в рамках досье no.7762/10. 5.5 Кто в ЕСПЧ отправил в урну 18 из 20-ти заявлений Канцара В.Д. (91)? 6. Все заявления были поданы в соответствие с требованиями ЕСПЧ. 7. СКОЛЬКО ЗАЯВЛЕНИЙ НУЖНО ПРОДУБЛИРОВАТЬ В ЕСПЧ, ЧТОБЫ МИНИСТЕРСТВО ЮСТИЦИИ УКРАИНЫ, ГДЕ РАБОТАЕТ МУЖ СУДЬИ ЮДКОВСКОЙ, ИСПОЛНИЛО РЕШЕНИЯ ЕСПЧ – ДОСЬЕ no.20448/10 (16), (160), ДОСЬЕ no.7762/10 (157) 8.
